No. It begins as an open proposal and working protocol. It must earn legitimacy through broad participation, transparent governance, measurable outcomes, and a credible transition away from unilateral founder control.
Is this an AI constitution?
No. It is a framework for establishing how humans, institutions, and AI systems participate, cooperate, remain accountable, and improve shared commitments. Existing law, democratic authority, culture, and conscience are not replaced.
Does everyone have to use the same AI?
No. Model neutrality is foundational. Compatible interfaces and locally operated nodes should connect to the same versioned process without requiring one provider.
Can AI vote or make final decisions?
The initial position is that AI may support deliberation, evidence analysis, translation, and consequence modeling, but consequential governance requires accountable human ratification.
How will the UOA avoid becoming ideological surveillance?
By limiting collected information, supporting pseudonymous participation, separating access from authority, prohibiting human-worth scoring, preserving dissent, documenting governance power, and subjecting the system itself to scrutiny.
Who owns the technology?
BridgeBrain Labs is initiating development. The intended direction is open interoperability and independent multi-stakeholder stewardship for the public-interest agreement and protocol standards.
What happens on January 1, 2027?
